The Gujarat Electricity Regulatory Commission (GERC) has issued the Draft Gujarat Electricity Regulatory Commission (Grid Interactive Battery Energy Storage System) Regulations, 2026, proposing a comprehensive regulatory framework for planning, deployment, operation, scheduling, despatch, and utilisation of Battery Energy Storage Systems (BESS) across the State of Gujarat. The draft regulations aim to support grid flexibility, renewable energy integration, ancillary services, energy storage obligations, and participation of storage systems in electricity markets.
The draft framework permits ownership and operation of BESS by generating companies, transmission and distribution licensees, independent storage developers, captive generating plants, aggregators, and consumers/prosumers. It recognises multiple business models including standalone BESS, co-located renewable-plus-storage systems, storage integrated with transmission and distribution networks, EV charging infrastructure, and net metering arrangements. The regulations also mandate registration of all grid-connected BESS projects with the Gujarat Energy Development Agency (GEDA), while requiring GEDA to issue detailed standard operating procedures within three months of notification.
Further, the draft regulations lay down provisions relating to scheduling, despatch, energy accounting, ancillary services, cybersecurity, safety standards, aggregators, open access, and multi-use revenue frameworks for BESS projects. The proposed framework seeks to facilitate efficient renewable energy utilisation, improve grid reliability and stability, and create an enabling ecosystem for deployment of battery storage infrastructure in Gujarat under the Electricity Act, 2003.
